Well it depends on your phone. I have an Android phone, and all I did was open the picture from the link (I saved it when it was first tweeted out) and at least on my phone, it gives you the option to save the picture to your external SD card. I did that, and then I went to my picture gallery on my phone, selected it, and pressed "Set as Wallpaper."
If you have an iPhone, just save the picture to wherever you have your iPhone picture directory set to (You can check this on your iTunes) and then after you sync your phone, it'll show up in your photo gallery and you can save it to your phone. MAKE SURE that "Sync Photos" is checked on your iTunes.
If you have a phone like mine where you have an external SD card that can be taken out (NOT the same as a SIM card. DO NOT try to save to a SIM card!), just take out the SD card (mine is a microSD card) put it in an SD card reader (make sure you're using the right kind-remember, a micro SD card is NOT the same as a mini SD card!) and just drag the picture over to the card on your computer, like it was camera card. It'll show up on your phone then.
I have NO IDEA how to do this in a non-Smartphone or a Blackberry.
In the past 4 years, I've used a Motorola RAZR, LGCU500, an old crap hand me down Nokia, an iPhone, an AT&T GoPhone and a Samsung Intercept. I think I'm fairly well versed in all things cell phones, but I need to try out a Blackberry just to say that I've tried it :)
